On July 17 2006 the National Road Safety Committee (NRSC) launched a nationwide series of “pre-policy” engagement workshops with stakeholders and the community. These workshops along with the follow up discussion that took place on the road safety forum (refer http://www.safeas.govt.nz/safeas-community.html) were used to provide Government with policy proposals to complete implementation of the Government’s Road Safety to 2010 strategy.
The NRSC comprises The Secretary for Transport (convenor), The Commissioner of Police, The Secretary for Education, and the Chief Executives of: Land Transport New Zealand, Transit New Zealand, The Accident Compensation Corporation, and Local Government New Zealand. The Secretary of Labour, the Secretary for Justice and the Director-General of Health are associate members of the Committee.
Outcomes:
The Minister of Transport Hon Annette King and Transport Safety Minister Hon Harry Duynhoven launched the Road Safety Policy Statement on December 13 2006 based on feedback from the public and road safety stakeholders to the See You There … Safe As! Programme. For a copy of the policy statement referhttp://www.safeas.govt.nz/safeas-downloads.html
Education and the provision of information was the standout item throughout the engagement process. The NRSC has endorsed a new Road Safety Education Strategic Framework to guide the on-going efforts of agencies in this area. The framework explains the current road safety education context and provides a model for an aligned, co-ordinated and collaborative effort in addressing road safety education and promotion, and deciding with and through whom, to achieve better road safety outcomes. On December 21 2007, Police and Transport Minister Annette King and Transport Safety Minister Harry Duynhoven announced a suite of road safety proposals that complete the implementation of the Road Safety to 2010 Strategy. Many of the issues targeted in the proposals are a direct result of feedback from the public and road safety stakeholders to the See You There … Safe As! programme run last year.
The proposals cover four areas:

Workshop details:
Fifteen workshops were held throughout the country from July 17 through to August 10 2006, referhttp://www.safeas.govt.nz/safeas-workshops.html. The workshops were supported through the Ministry of Transport and run with the New Zealand-wide team of Road Safety Coordinators, District Councils, NZ Police, Land Transport New Zealand, Transit New Zealand and ACC to ensure that people at the local and community levels had the opportunity to engage in the pre-policy discussions.
A background information booklet was made available to all participants prior to the workshops. Referhttp://www.safeas.govt.nz/safeas-downloads.html. This information booklet provided facts around each of the following themes at the national level:
Factual information relating to each of the themes above was also provided at the regional level relating to the area where the session was held in the form of a regional appendix. Refer http://www.safeas.govt.nz/safeas-downloads.html.
Community forum:
The sessions were structured in a way that enabled the output from the workshop sessions to be placed on a forum and available for comment by anyone who wished to express a view. Refer http://www.safeas.govt.nz/smf/.
The road safety forum has now closed as the period of pre-policy engagement for the Road Safety to 2010 strategy has finished. The intention is to keep the site on-line as a valuable tool for road safety policy makers and interested members of the public and re-launch as part of engagement for the development of the next road safety strategy beyond 2010.
